Are those stars?
And they were being generated by this contraption on top of a house. I've never seen anything like these before...and I'm glad I saw them!
Why no, these are super-cool (and weird) bubbles, which appear to be made of or filled with "smoke." They dissolve in midair or the moment they touch something.

Bee Rescue
This poor girl was floating upside down in the fountain--down in the water, not up top where the water bubbles out. After unsuccessfully trying to fish her out with a leaf, I just stuck my hand in and scooped her out. She was a bit discombobulated initially, but after drying her face and antennae and walking around, she opened her wings and was just fine. Yay!
